“True Cost” is an Equity Issue: The disproportionate burden of indirect cost limits on grantees of color

Indirect cost rate policies on project grants may seem like a technical grantmaking issue, but inadequate funder coverage of indirect costs actually has a disproportionate impact on organizations led by and serving people of color. This session will present research drawing on Form 990 and nonprofit demographic data to show how caps on indirect cost coverage burdens smaller organizations led by people of color and will detail the experiences of one foundation that used this information to reshape its indirect cost policy to improve coverage of grantee costs and be more equitable.
